摘要:By the survey data of Chinese Privately-Owned Enterprises in year 2002 and 2004, this paper analyzes how much the membership of People’s Congress(PC) help theChinese firm owners reduce their corrupt payment to the officials. We find that firms with owners as PC deputies pay less government expropriation and have lower Entertainment and Travel Costs(ETC), which are two main measurements of the corrupt payment in this paper. More specifically, low level PC membership and high level PCmembership mainly help in 2002 and 2004 data, respectively, which coincides with the fiscal revenue collecting power shifting up since 2000 by the fiscal re-centralization reforms. The results suggest that the PC membership by itself does have effect on reducing the corrupt payment of the firms, while which are moving along with the legal power to collect fiscal revenue from firms in China.
